Gasgoo Munich - On January 21, the Ministry of Industry and Information Technology (MIIT) released revised rules governing access for automakers and vehicle products. Titled "Road Motor Vehicle Production Enterprise Access Review Requirements" and "Road Motor Vehicle Product Access Review Requirements," the new regulations take effect on January 1, 2027.
The rules stipulate that manufacturers of new energy vehicles (NEVs) and NEV special-purpose chassis must meet specific safety assurance mechanisms. Key requirements include:
Companies must establish individual files for every NEV sold—including chassis—covering the vehicle's entire lifecycle. These records must track usage, maintenance, and repairs. Additionally, manufacturers are required to implement a traceability system for power batteries to monitor their recycling and reuse.
A monitoring platform for operational safety is mandatory. Under user agreements, manufacturers must monitor the safety status of all sold NEVs and chassis until the vehicles are retired or scrapped. Data points must cover operational safety, malfunctions, and charging. This data requires analysis to support vehicle improvements and must be retained for the product's full lifecycle. Furthermore, corporate platforms must connect with local and national NEV monitoring systems in accordance with regulations.
Manufacturers need a mechanism to screen for potential hazards, specifically tracking the safety status of vehicles that have been offline for extended periods. They must also manage risks associated with mass parking or frequent alarms. An emergency response system is required, complete with contingency plans, rescue protocols, and investigation procedures. The system must ensure timely and accurate receipt of user alerts to minimize accident losses.
Independent storage areas for power batteries must be established, featuring strict fire separation measures and enhanced fire safety management. Finally, companies must compile annual reports that remain archived for the entire lifecycle of their NEV products.
