Gasgoo Munich- On September 10, Gasgoo learned that the Certification and Accreditation Administration of China (CNCA) has ordered China Certification Center for Automotive Products Co., Ltd. (CCAP) to suspend operations for one month. The order, detailed in a "Notice of Business Suspension Rectification," cites violations in the company's mandatory product certification activities.

According to the notice, investigators found that CCAP failed to accurately identify product categories during the certification process. The agency conducted mandatory certifications on products that fall outside the mandatory catalog and subsequently issued CCC certificates.
Citing Article 43 of the Provisions on the Administration of Compulsory Product Certification, the CNCA has ordered CCAP to suspend operations from September 9, 2026, to October 8. During this rectification period, the company is barred from conducting mandatory product certifications within its designated scope.
Founded in 1998, CCAP is one of China's earliest third-party agencies specializing in automotive product certification. Now a subsidiary of Zhongji Huanyu Certification & Inspection Co., Ltd., the firm covers sectors including automobiles, motorcycles, and related components, and has long been a key player in the mandatory product certification system.
For an agency deeply entrenched in automotive certification, a regulatory penalty for "failure to accurately identify product types" raises serious questions about its professional judgment and internal compliance management.
The CNCA has further demanded that CCAP hold relevant personnel accountable, conduct a comprehensive review of its internal audit processes, refine its application material checks, and strengthen its ability to identify catalog boundaries. The agency must also organize regulatory training and submit a rectification report.
Notably, a one-month suspension may not be the final word. The CNCA will conduct a follow-up inspection of the company's rectification efforts; if it fails to pass muster, the suspension period could be extended. For a certification agency that relies heavily on public trust, the fallout from this violation clearly reaches beyond a one-month business halt.
