China Unveils New Measures to Boost Auto Consumption

Gasgoo Munich- On August 31, seven departments of China—including the Ministry of Commerce, the National Development and Reform Commission, and the Ministry of Industry and Information Technology—jointly released the "Implementation Opinions on Promoting the Expansion and Upgrade of Commodity Consumption." The document outlines 20 specific measures designed to steadily grow consumption scale during the "15th Five-Year Plan" period.

The guidelines set a clear objective. During the "15th Five-Year Plan," the scale of commodity consumption will expand steadily while its structure is optimized. This will reinforce the country's advantage as a super-sized market. By 2030, total retail sales of consumer goods are projected to reach around 60 trillion yuan. The plan aims to cultivate multi-trillion-yuan markets in green, smart, and health-related consumption. Meanwhile, trillion-yuan categories—including automobiles, home appliances, communications equipment, and textiles—are expected to see sustained retail growth. This will keep China's market scale globally dominant.

In terms of boosting consumption of big-ticket durable goods, the guidelines place automotive consumption at the top of the agenda. They call for deepening pilot reforms in auto circulation and consumption. Authorities will accelerate the removal of unreasonable restrictions in the sector. Vehicle usage management models will be innovated. These measures aim to expand auto consumption across the entire value chain.

Authorities are pushing relevant regions to optimize license plate restrictions to better meet public demand for vehicle purchases. The plan also seeks to cultivate a robust automotive aftermarket by supporting vehicle modification, maintenance, motorsports, and recreational vehicle camping. Additionally, it calls for the establishment of a recognition and management system for classic cars.

Inter-agency data sharing mechanisms will be strengthened to create an information exchange system covering the entire vehicle lifecycle. This ranges from sales, registration, and maintenance to insurance and scrapping.

Regulations for used car circulation will be refined, including the mutual recognition of unified sales invoices and a tiered management system for used car dealers. A three-year action plan will be implemented to promote high-quality development in the rental of small and micro passenger vehicles. The aim is to improve service quality and efficiency. The end-of-life vehicle recycling system will also be upgraded, with stricter oversight over the qualification of dismantling enterprises.

Concurrently, infrastructure for new-energy vehicle charging will be improved along highways and at transport hubs. This ensures balanced coverage of public charging piles and parking lots. The goal is to match supply with demand. Highway service areas will be upgraded to create high-standard vehicle stations and consumer clusters along transportation routes.
