Five Departments Issue Guidelines to Empower Low-Altitude Economy

Gasgoo Munich-Five government departments, including the Ministry of Industry and Information Technology, have jointly released new guidelines. These aim to strengthen the information and communication sector to support low-altitude infrastructure. The document identifies low-altitude infrastructure as the critical foundation for the low-altitude economy. It outlines deployments across network coverage, technology application, industrial development, and sector management. This move solidifies the information and communication base for high-quality growth. It aligns with national strategies to cultivate "new quality productive forces."

The guidelines set a specific target for 2027: ground mobile communication network coverage along national low-altitude public routes must reach at least 90%. By then, multi-source integrated perception solutions should be fully mature, and low-altitude navigation services must show continuous improvement. Authorities plan to develop at least 10 information infrastructure standards. The goal is to foster typical low-altitude application scenarios in key sectors like urban governance, logistics, and tourism, driving deep integration between information communication technology and low-altitude applications.

To hit these targets, the guidelines roll out several measures focused on the core needs of low-altitude infrastructure. Network coverage will be expanded on demand. For routes below 300 meters and hotspots, authorities will leverage existing 5G infrastructure, using beam optimization and new base stations to refine ground mobile networks. For airspace above 300 meters and remote areas, a mix of satellite and ground mobile communication technologies will be applied. The policy also encourages exploring dedicated low-altitude networks and strengthening their interconnection with ground networks.

On the technology front, the document proposes building collaborative multi-source detection capabilities. Pilot programs for integrated sensing and communication (ISAC) technology will launch in key areas, working alongside radar and optical sensing systems to improve the detection and identification of low-altitude aircraft. Authorities plan to rely heavily on the Beidou ground-based augmentation system, broadcasting positioning data via 5G networks to significantly boost the speed and accuracy of aircraft positioning. Leveraging next-generation information technology, the guidelines also call for building a smart low-altitude connectivity system and improving computing power supply to support digital traffic management systems.

Furthermore, the guidelines address industrial supply capacity, intensive coordination, standardization, industry management, and frequency allocation. The focus includes advancing the 5G-A industry and maturing ISAC technology, while promoting the shared and intensive construction of low-altitude infrastructure. Plans include designating specific number segments for drones and implementing a "one machine, one code, one number" system. Research on low-altitude radio frequency resource planning is also underway to ensure frequency availability for communication and detection.

This joint directive is set to drive the deep integration of the information and communication sector with the low-altitude economy. It effectively addresses gaps in network coverage, technology adaptation, and missing standards within low-altitude infrastructure. By unleashing the supporting role of the ICT sector, the policy lays a solid foundation for the implementation of low-altitude applications and large-scale industrial development. Ultimately, this aims to help the low-altitude economy become a new driver of economic and social growth.
