Gasgoo Munich- "Standing at the new starting point of the 15th Five-Year Plan, 'securing volume and improving quality' has become the main theme of development." Recently, at the 2026 China Auto Supply Chain Conference, Fu Bingfeng, vice president and secretary-general of the China Association of Automobile Manufacturers (CAAM), outlined a core vision for the direction of the automotive industry and supply chain during the opening phase of the 15th Five-Year Plan.

He noted that looking back at the 14th Five-Year Plan, a new wave of technological and industrial transformation has taken deep root. Electrification, intelligence, and connectivity have accelerated, profoundly reshaping the global competitive landscape. Despite complex geopolitical shifts and the severe impact of regional trade protectionism on supply chain stability, the industry forged ahead against the pressure. China's auto sector achieved a phased leap from sheer scale to strength.

Turning to the 15th Five-Year Plan, Fu emphasized that the planning recommendations explicitly call for "vigorously developing new quality productive forces," "elevating the autonomy and controllability of industrial chains," and "strengthening quality and technological foundations." These directives have anchored the strategic direction for the auto industry over the next five years.

Recently, the Ministry of Industry and Information Technology and eight other departments jointly issued the "15th Five-Year Plan for the Development of the Intelligent Connected New Energy Vehicle Industry." The plan prioritizes tackling core technologies, enhancing industrial chain resilience and security, and fostering collaboration between automakers and suppliers. It also outlines initiatives to build ecosystems for key components and cultivate leading enterprises, significantly elevating the strategic importance of the auto supply chain and parts sector.

To implement the strategy of "securing volume and improving quality," Fu outlined three key requirements.

First, persist in technological innovation and focus on strengthening and supplementing industrial chains. Tackling core technologies must be the top priority. The industry needs to continue addressing bottlenecks in automotive-grade chips, in-vehicle operating systems, solid-state batteries, new electronic-electrical architectures, and basic industrial software to solidify the security foundation of the supply chain.

Second, deepen the integration of electrification, intelligence, and green development, while strengthening collaboration between automakers and suppliers across sectors. "We must drive automakers and core domestic and foreign parts suppliers to build collaborative co-creation systems, using ecological collaboration to boost the overall resilience and innovation efficiency of the industrial chain," he said.

Third, steadily advance high-quality global expansion. Fu stated that the industry must upgrade its export model from shipping complete vehicles alone to a systematized output of vehicles, parts, and services. "Automakers and supply chain enterprises should band together to build ecosystems and collaboratively construct a global industrial layout."
