At its core, the plan sets a clear two‑year "1134" target for 2026–2027:
Build one product matrix: develop 3 or more mass‑produced humanoid robot models and 5 or more mass‑produced bionic robot models, while nurturing a portfolio of embodied‑intelligence robots and smart equipment with strong market competitiveness.
Strengthen one industrial cluster: leverage Binjiang District's concentration of high‑quality robot SMEs to advance a national‑level characteristic cluster for embodied‑intelligence robot SMEs.
Construct three service platforms: led by a national‑level pilot base for embodied‑intelligence industry applications, upgrade the humanoid‑robot pilot testing and application promotion center, and the embodied‑intelligence robot manufacturing innovation center.

Annual supply‑chain matchmaking events and incentives for OEMs to purchase local components will reinforce collaboration between system makers and suppliers, as well as between software and hardware.
On building the innovation‑and‑entrepreneurship ecosystem, the plan targets more than 100 application scenarios by 2027, with dedicated support for developer communities to build momentum — and aims to secure permanent national‑level competitions or exhibitions in Hangzhou.
