Construct three service platforms: led by a national‑level pilot base for embodied‑intelligence industry applications, upgrade the humanoid‑robot pilot testing and application promotion center, and the embodied‑intelligence robot manufacturing innovation center.

Deliver four key metrics: add a batch of market entities; carry out 15 or more major science‑and‑technology projects, and lead or participate in 2–3 international and national standards; build 30‑plus demonstrative application scenarios; and expand output of larger industrial firms — with total industrial output of the city's embodied‑intelligence robot OEMs exceeding 20 billion yuan by 2027, and the industry chain's total output topping 50 billion yuan.

To ensure these goals are met, the plan sets out three priority initiatives:

On strengthening the innovation chain, it will accelerate breakthroughs in core technologies, support companies in national and provincial programs, and lead the drafting of international and national standards. Citywide, it will deploy a supporting innovation‑service system: backing West Lake District to build the Hangzhou humanoid‑robot pilot testing and application promotion platform; Yuhang District to establish a municipal embodied‑intelligence robot manufacturing innovation center; Binjiang District to advance the industry‑application pilot base for embodied intelligence; Shangcheng District to set up an embodied‑intelligence virtual training ground and a spatial‑intelligence offline training base; Xiaoshan District to create the Xiaoshan embodied‑intelligence innovation center; Qiantang District to establish a branch of the National Robot Innovation Center; and Linping District to develop an Intelligent Robot Valley (Embodied‑Intelligence Industry Innovation Center).

On cultivating the industrial cluster, the city will roll out a tiered enterprise‑development program, focusing on "chain‑leading" companies and specialized, high‑tech SMEs at various levels. Annual supply‑chain matchmaking events and incentives for OEMs to purchase local components will reinforce collaboration between system makers and suppliers, as well as between software and hardware.

On building the innovation‑and‑entrepreneurship ecosystem, the plan targets more than 100 application scenarios by 2027, with dedicated support for developer communities to build momentum — and aims to secure permanent national‑level competitions or exhibitions in Hangzhou.

The Action Plan is a key step toward a comprehensive policy framework for embodied‑intelligence robot development in Hangzhou. The city has already led the country in legislating for this industry, providing rule‑of‑law safeguards.
