Gasgoo Munich- On September 11, the Ministry of Industry and Information Technology (MIIT), together with the National Development and Reform Commission (NDRC), the Ministry of Public Security, the Ministry of Transport, the Ministry of Commerce, the Ministry of Natural Resources, the Ministry of Housing and Urban-Rural Development, the State Administration for Market Regulation, and the Cyberspace Administration of China, jointly issued the 15th Five-Year Plan for the Development of the Intelligent Connected New Energy Vehicle Industry.

Structured around a "1+4" framework, the plan outlines a series of development targets for 2030. The overarching objective is to cement China's advantages across the entire intelligent connected NEV supply chain and secure its status as a global automotive powerhouse. Specifically, new energy passenger vehicles and commercial vehicles are targeted to account for 70% and 40% of new sales in their respective segments, while vehicles with autonomous driving capabilities are expected to achieve widespread adoption.
Four specific sub-targets include: elevating key technologies, with average fuel consumption for passenger vehicles dropping to roughly 3.3 liters per 100 km and average energy consumption for battery-electric models falling to 11.5 kWh per 100 km; realizing high-level autonomous driving on highways, urban expressways, and select city roads. Industrial structure will be optimized, targeting a 15% rise in overall labor productivity compared to 2025, while fostering several automakers and parts suppliers to break into the global top 10 and top 100, respectively. A new phase of international development is envisioned, aiming to boost the reputation of Chinese brands and the country's influence over international standards. Finally, the plan seeks to enhance economic and social benefits, reinforcing the auto industry's role as a pillar of the national economy and achieving peak carbon emissions ahead of schedule.
To ensure these targets are met, the plan maps out 17 key tasks across five areas—including boosting technological innovation—alongside the launch of four major engineering projects and three strategic initiatives.
