Deepal announced that Times Changan Power Battery Co., Ltd. signed a formal cooperation agreement with the Chuan-Yu Gaozhu New Area Management Committee on January 14, 2026. The partnership marks a 5.5 billion yuan investment to construct a production base with an annual capacity of 25 GWh.

Backed by a joint venture between CATL and Changan Automobile, the Times Changan power battery project will be located in the Beibei sector of the Chuan-Yu Gaozhu New Area. Spanning roughly 1,000 mu, the site will host a new 25 GWh manufacturing facility. Positioned as a "technologically advanced new energy power battery hub," the plant will introduce CATL's latest battery manufacturing processes, known for their industry leadership and compatibility with future iterations. Once operational, the facility will primarily supply Deepal and other EV brands under the Changan umbrella.
Site leveling is already complete. Construction is slated to break ground in the first quarter of this year, with operations targeted for the second half of 2027. The facility aims to reach full capacity within three years of launch. Projections estimate an annual output value of 10 billion yuan at full capacity, alongside 300 million yuan in tax revenue and 2,500 direct jobs.
This strategic move does more than just deepen Changan Automobile's vertical integration in the new energy sector; it serves as a benchmark for coordinated industrial growth across the Chengdu-Chongqing region. Leveraging the unique policy advantages and resource guarantees of the Chuan-Yu Gaozhu New Area—the nation's only new area developed across provincial borders—the project is poised to attract a cluster of upstream and downstream enterprises, including battery material suppliers, equipment manufacturers, and logistics firms. By filling critical gaps in the regional battery supply chain, the facility will help perfect the intelligent connected EV ecosystem within the Chengdu-Chongqing economic circle, injecting lasting momentum into regional industrial upgrades.
