Gasgoo Munich- On March 25, official sources confirmed that Shanghai's Anting Town signed a tripartite framework agreement. The agreement is with the Shanghai Motor Vehicle Inspection and Certification Technology Research Center (SMVIC) and CATIC Advertising (Beijing). The deal brings a 120 million yuan "International Proving Ground and Trial Sales Evaluation Center" to Anting. Coordinated by CATIC and leveraging SMVIC’s existing track resources, the project aims to build East China’s first multi-function interactive entertainment proving ground.

Separately, Anting Green Economy City inked a framework agreement with Shandong Jushi Private Equity Fund Management. Jushi Investment plans to relocate its existing industrial fund to Anting. The move aims to boost regional development quality by introducing social capital, matching resources, and supporting innovative startups.
The new center will integrate a VR-AI evaluation system, a live-streaming IP matrix, and the "Pingce Jia" new media platform to create an "entertainment-plus-testing-plus-operations" model. This fills a gap in Jiading’s automotive "R&D-production-sales" chain. The project will link with the Jiading National Foreign Trade Transformation and Upgrading Base (Automotive and Parts). It aims to form a closed loop of "testing, production, sales, and export." This will strengthen Jiading’s competitiveness in professional automotive services, digital experiences, and brand clustering.

Plans call for the first year to focus on preparation and construction, with business revenue rolling out in the second year. Over the next five years, cumulative economic benefits are projected to exceed 20 billion yuan. Revenue will primarily come from interactive live-streaming evaluations. It will also derive from sales of modified vehicles and parts, comprehensive pre- and after-sales services, and themed restaurants. Vehicle services will account for the largest share.
As the automotive industry undergoes the "New Four Modernization" transformation, competition has expanded beyond manufacturing to encompass the entire chain of R&D testing, evaluation, and market experience. The project serves as a bridge for technical verification and market innovation. It will leverage SMVIC’s technical expertise, CATIC’s industry resources, and Jushi's capital backing. The goal is to establish Anting as a hub for automotive testing and sales evaluation in the Yangtze River Delta.
