Yancheng City Signs Agreement with CATL to Jointly Build Green Smart Manufacturing Base for Lithium Batteries

Gasgoo Munich- CATL announced on Feb. 14 that it has signed an investment agreement with the People's Government of Binhai County in Yancheng City. The partnership aims to jointly construct a green smart manufacturing base for lithium batteries designed for new power systems.

This deepening partnership is no accident. Back in September 2025, the Yancheng municipal government signed a strategic agreement with CATL, laying the groundwork for the current investment. That earlier deal aimed to pool resources and explore new zero-carbon development models, accelerating Yancheng's push toward its "dual carbon" goals. The broader vision involves comprehensive cooperation on zero-carbon city construction—building a "green power direct connection + zero-carbon ecosystem" to set a new benchmark for industry collaboration.

Under the new investment deal, Binhai County and CATL will develop the company's first grid-connected "green power direct connection" system in China, featuring a high proportion of renewable energy. The project also includes an export demonstration base that meets the dual high standards of a "zero-carbon factory" and a "lighthouse factory." Anchored by this core, the partners aim to build a national-level zero-carbon industrial park, driving growth across the upstream and downstream supply chain to create a "safe, clean, efficient, and smart" full-lifecycle zero-carbon ecosystem.

CATL said the two sides will continue to deepen their "source-grid-load-storage" integration strategy. The goal is to create a replicable, city-level model for zero-carbon development—contributing what the company calls "Yancheng practice" to the nation's dual carbon targets.

Beyond the collaboration with Binhai County, the Quanzhou municipal government in Fujian Province and Contemporary Amperex Technology Co. Limited (CATL) have officially signed a cooperation agreement for a new energy battery production base in Quanzhou. The two parties will work together to build an intelligent, zero-carbon modern battery factory, enhance new energy industry chain support, and drive the upgrade of the regional new energy industrial ecosystem.
