By the end of January 2022, the province had owned over 130,000 NEVs running on roads, which almost doubled compared to the year-ago period.

To boost the NEV consumption, Hainan's provincial government has issued action plans for NEV promotion for three consecutive years, and local authorities of the province, cities, and counties have launched quite a few incentives. Thanks to those efforts, there were around 58,700 NEVs deployed in Hainan last year, accounting for 25.8% of the province's new vehicle promotion volume, 13.1 percentage points higher than the country's average level. As of Dec. 2021, NEVs had made up 7.2% of Hainan's total car parc, 4.6 percentage points higher than China's overall level.

Hainan’s authorities will continue to speed up NEV promotion and consumption with more efficient measures adopted. The provincial government is drawing up the NEV promotion action plan for 2022 and plans to appropriate incentive cash to shore up consumers’ confidence in buying and using NEVs. Moreover, the program for bringing NEVs to the countryside will be further advanced in 2022 to promote vehicle consumption upgrade in rural areas.
