Gasgoo.com (Shanghai January 28) - With its first license plate lottery completed successfully, Beijing is researching what measures to deter lottery applicants who have no intention of purchasing a vehicle from participating, the Beijing Daily reported today.
After personally viewing the lottery, Beijing's Vice Secretary Zhou Zhengyu said that the city will research how to fine-tune the lottery procedure in order to increase the variability of the actual lottery while promoting more equal representation.
Additionally, Mr. Zhou said that if entrants who do not plan to buy cars participating becomes a serious issue, the city will put in place legislation to tackle the problem. With the new lottery being put into place, there have been several occurrences of all members of a family entering, whether or not they intend to purchase a vehicle.
Mr. Zhou stated that the city will do its utmost to preserve the system's fairness, and is currently in the process of researching what policies would be most appropriate.
In response to allegations that everyone is given only one chance to enter regardless of how many cars their family already owns, the Municipal Commission of Transport responded that they are currently investigating the issue, but that for the moment the system will not distinguish family-related factors.
