C Talk | TomTom: From Navigation Tool to Intelligent Engine, Maps Reshape the Future of Mobility

Tina Zhou, Taylor Liu From Gasgoo| June 12 , 2025

In 2025, the global smart mobility sector is undergoing a pivotal transformation, characterized by technological advancements and evolving business models. Central to this shift is the metamorphosis of digital maps—from traditional navigation aids to dynamic platforms integral to autonomous driving and connected ecosystems. TomTom, a European company with over three decades of expertise in positioning technology, is at the forefront of this evolution.

"Our role in life is to map the world in digital maps, and put all sorts of information on top of that map," states Harold Goddijn, CEO of TomTom. This vision transcends mere enhancements in map accuracy; it encompasses the integration of real-time data and services, transforming maps into intelligent platforms that support a wide array of applications.

Historically synonymous with navigation devices, TomTom has embraced the rapid advancements in AI, cloud computing, and data fusion to transition from static map creation to dynamic, intelligent services. Maps now update in near real-time, shifting from quarterly revisions to minute-level refreshes. Data collection has evolved from unidirectional gathering to collaborative, multi-source integration, fostering an open ecosystem. As Goddijn emphasizes, "We're building a continuously updating map system, and it's different from what the map looked two minutes ago."

This transformation is not solely about speed; it's about redefining the breadth and value of information that maps provide. In the realm of autonomous driving, maps have transitioned from being mere navigational tools to becoming "collaborative sensors."

While early industry efforts focused on achieving centimeter-level accuracy for vehicle positioning, advancements in sensor technologies like LiDAR and cameras have shifted the role of maps. They now offer supplementary perception, path planning, and environmental understanding, enhancing the capabilities of autonomous systems.

To meet these demands, map providers must deliver flexible, timely, and integrated data solutions. TomTom has responded by reconstructing its map-making platform, promoting open data integration, and incorporating AI-driven recognition and pattern learning. A key focus is on the "freshness" of data—ensuring that information is current and relevant. In autonomous driving, a construction update from months ago is less valuable than a traffic change from moments ago.

Recognizing that mapping is as much about collaboration as it is about technology, TomTom has co-founded the Overture Maps Foundation alongside Microsoft, AWS, and Meta. This initiative aims to foster cross-industry data sharing and establish unified mapping standards, moving away from isolated systems towards a cooperative ecosystem. Goddijn notes, "We don't believe maps should be closed. Instead, we're promoting more efficient information sharing, enabling third-party participation in map data creation and updates."

China, a leader in electric vehicles and smart driving, represents a strategic focus for TomTom. At the 2025 Shanghai Auto Show, TomTom showcased its cutting-edge technologies and deepened collaborations with local partners, including Huawei's Petal Maps and MX Navi. These partnerships are pivotal for TomTom's localization strategy, addressing the unique demands of the Chinese market.

Understanding the high expectations of Chinese automakers for cost-effectiveness, agility, and continuous innovation, TomTom avoids a traditional multinational approach. Instead, it leverages local partnerships, agile development processes, and a nuanced understanding of regulations to support Chinese brands in their global expansion. This support extends beyond navigation, encompassing human-machine interface design, compliance, and cultural insights essential for international operations.

TomTom's deep market insight drives its adaptive strategy. Rather than striving to dominate every aspect, the company focuses on evolving with the times. From content creation to data management, product offerings to ecosystem collaboration, TomTom is advancing the concept of maps from static information repositories to dynamic, intelligent systems. These systems are foundational to the future of mobility, and with its extensive experience and proactive transformation, TomTom is poised to be a key enabler in the ongoing mapping revolution.
