Tesla Cybercab set for static displays in Beijing and Shanghai

Gasgoo Munich- Tesla announced on September 14 that the Cybercab will be displayed at its Experience Center in Beijing's China Central Place from September 17 to 27 and in the north hall on LG1 of Shanghai's HKRI Taikoo Hui from September 17 to 21.

The Cybercab is Tesla's first production Robotaxi designed without a steering wheel or pedals. It entered commercial operation in Austin, Texas, on September 3 and is now making its first public appearances in China, beginning with Beijing and Shanghai.

Tesla stressed that the vehicle will be shown only as a static exhibit. The appearances do not signal sales in China or the launch of commercial driverless ride-hailing services in the country.

Elon Musk unveiled the Cybercab prototype at a launch event in October 2024. Its transition from prototype to production took nearly two years.

The Cybercab recently began operating in Austin. Designed for fleet use rather than private ownership, the model is not offered to individual buyers. Texas registration records show that 45 Cybercabs have joined the local fleet, with service currently limited to selected parts of Austin. Tesla has set a target operating cost of about $0.20 per mile.

The Cybercab has no steering wheel, pedals or conventional side mirrors and features opposing doors. Its perception system comprises eight high-definition cameras and relies entirely on a vision-based approach, with driving decisions handled by Tesla's end-to-end FSD neural network.

Tesla also said its Robotaxi service now covers several US markets, including Tampa, Orlando and Miami in Florida; Austin, Dallas and Houston in Texas; and the San Francisco Bay Area in California.

The Cybercab is now heading to China for a pair of public showcases.

The decision to limit the appearances to static displays reflects the regulatory barriers that currently prevent the Cybercab from being sold or operated in China.

As a fleet-oriented Robotaxi, the Cybercab would have to comply with China's motor vehicle market-access rules before any potential local sale. Under the current regulatory framework, registering a vehicle without a steering wheel or pedals would present a major obstacle.

China's mandatory national standard for Level 3 conditionally automated driving is scheduled to take effect in July 2027, but Level 3 passenger vehicles will still be required to retain hardware that allows a driver to take control. Although Level 4 rules could theoretically permit the removal of conventional controls, China has yet to establish detailed market-access requirements for complete vehicles without steering wheels. The Cybercab therefore cannot currently obtain registration approval.

Commercial Robotaxi operations in China are also subject to strict geographic restrictions. Domestic operators such as Baidu's Apollo Go and Pony.ai have launched driverless taxi services in cities including Beijing, Wuhan and Guangzhou, but these operations remain confined to designated demonstration zones, with safety operators still required in many areas. Tesla would need road-testing permits and commercial operating qualifications, as well as compliance with data-security requirements, before launching a Robotaxi service in China.
