The average market share of passenger plug-in electric cars in Europe - the European Union and EFTA (Norway + Switzerland) to be precise - amounted in Q1 2019 to nearly 3.1%, according to registration data from the European Automobile Manufacturers Association.
The average is a poor indicator of what is really is happening, as the European market is highly diversified.
For example, the northern countries note very high market share:
Norway - 60.8%
Iceland - 18.4%
Sweden - 13.3%
Netherlands - 10.1%
Finland - 6.2%
... while on the other hand, we see 10 countries with results below 1%. And that is still usually the richest part of Europe, because the stats don't include countries outside EU/EFTA.
The most important news is that the share is increasing almost everywhere (the average improved 50% year-over-year).
