China solicits public opinion for next stage of development plan on NEV industry

Shanghai (Gasgoo)- China's Ministry of Industry and Information Technology (MIIT) is soliciting public opinion on the Development Plan on the New Energy Vehicle Industry (2021-2035), which puts forward the vision for China's next-stage NEV development.

China is ambitious to become a real automobile power with its NEV core technologies hitting a world's leading level and the products boasting comparatively strong competitiveness through a 15-year constant effort, according to the MIIT's consultation paper.

The paper also forecasts that the level of energy saving & emission cut and relevant operational efficiency would be effectively enhanced when BEVs become the mainstream, FCVs are put into commercial applications, public-used vehicles are fully electrified and highly automated ICVs are well received by users in 2035.

As for the vision set for 2025, China's NEV market strength would be evidently improved and significant breakthroughs in such core technology fields as power battery, electric motor and in-car operating system would be realized then. According to the MIIT’s document, NEVs and ICVs are expected to make up around 25% and 30% of new car sales by 2025, and highly automated ICVs would be available to commercial utilization in certain kinds of regions and specific scenarios.

To encourage technology innovation, China will continue to build an innovation chain of complete vehicle technologies involving BEVs, PHEVs (including range-extended electric vehicles) and FCVs, and form a core auto parts supply system focusing on power battery & battery management system, electric motor & power electronics as well as connectivity & intelligent technologies.

V2G (vehicle-to-grid) technology would be encouraged as well. The paper says local governments and companies are encouraged to carry out the V2G demonstration applications, in a bid to lower the cost of NEV electricity consumption and achieve a highly efficient energy interaction between NEVs and grid by coordinating the demands for NEV charging & discharging and power distribution, and using policy and economy measures.

In addition, China will boost the development of the industry integrating NEVs and transportation. To be specific, a new type of cloud-controlled smart transportation management system featuring front-end information collection and distributed edge computing would be encouraged, and NEVs would be more and more used in scenarios like hourly car rental, urban public transportation and taxi.
