Hainan reaffirms 2030 gasoline vehicle sales ban in latest green development blueprint

Gasgoo Munich- China's Hainan provincial government has released its 15th Five-Year Plan for the Hainan National Ecological Civilization Pilot Zone, reaffirming its goal of phasing out the sale of new gasoline-powered vehicles by 2030.

Under the plan, new energy vehicles (NEVs) are expected to account for 45% of the province's vehicle fleet by 2030, up from 23.75% in 2025. If implemented as scheduled, Hainan would become the first province in China to end sales of new internal combustion engine vehicles.

Hainan first unveiled its 2030 roadmap for ending sales of new gasoline-powered vehicles in 2019, when NEVs accounted for less than 3% of vehicles on the island. Seven years later, the province has maintained the same target, reflecting its long-term commitment to transport electrification despite significant changes in China's automotive market.

During China's 14th Five-Year Plan period, Hainan accelerated its transition toward a clean energy economy. Renewable energy became the province's largest source of electricity, while Hainan ranked first nationwide among provincial-level regions in NEV market penetration and second in the proportion of NEVs within its overall vehicle fleet.

The blueprint calls for a faster transition to green and low-carbon development during the 15th Five-Year Plan period. Key objectives include reaching peak carbon emissions before 2030, increasing the share of non-fossil energy in total energy consumption to 35%, reducing carbon intensity, improving resource efficiency and strengthening Hainan's competitive position in sustainable development.

According to the plan, the share of non-fossil energy in Hainan's total energy consumption will increase from 20.9% in 2024 to 35% by 2030. To achieve that goal, the province intends to accelerate low-carbon transformation across key sectors including energy, manufacturing, transportation, urban and rural development, and agriculture.

Transportation remains a central pillar of the strategy. By 2030, all newly purchased or replacement vehicles in the public service and commercial operating sectors—excluding specialized vehicles—will be powered by clean energy, while 100% of newly purchased or replacement private passenger vehicles are expected to be NEVs. The province also aims to maintain a vehicle-to-charger ratio below 2.5:1.

Beyond passenger vehicles, Hainan plans to expand demonstration projects for hydrogen fuel cell trucks, cold-chain logistics fleets and public transportation, explore the development of zero-carbon freight corridors, strengthen hydrogen energy infrastructure for both land and maritime applications, support Yangpu in building a green international shipping hub, and promote the use of sustainable marine fuels such as biodiesel, green ammonia and green methanol.
