Xi'an has officially opened the application portal for its 2026 vehicle replacement subsidy program. Individual consumers trading in eligible new-energy or fuel-powered passenger vehicles can now claim a one-time subsidy of up to CNY 15,000.

To qualify, individual consumers must meet specific criteria. The old passenger vehicle being traded in or scrapped must have been registered in the owner's name before January 8, 2025. The replacement vehicle must either be a new-energy model listed in the catalog of vehicle purchase tax exemptions, or a fuel-powered car with a displacement of 2.0 liters or less. Additionally, the vehicle sales invoice must be issued in Xi'an, and the vehicle registration must be processed in Shaanxi Province.
Subsidy rates are set at 8% of the purchase price for new-energy vehicles, capped at CNY 15,000, and 6% for eligible fuel-powered vehicles, capped at 13,000 yuan. Notably, consumers are limited to a single subsidy in 2026—either for scrapping an old vehicle or for a trade-in.
The program operates on a "pre-review, then claim" basis, with a schedule for voucher issuance now public. Eligibility vouchers will be updated and made available on the 1st of every month at 9:00 AM. However, document pre-review and voucher claiming will be suspended during the final two days of each month for system maintenance.
Vouchers must be claimed through the "iXi'an" platform and are valid for 30 natural days—though if that period extends beyond the campaign's end date, the campaign end date prevails. Once a voucher is secured, consumers must log into the Cloud QuickPass App within the validity window to submit the required documents, including a screenshot of the voucher under "other supplementary materials." Failure to submit on time will result in the voucher expiring.
