Under the planning, the aforementioned hydrogen refueling stations will be mainly constructed in such districts as Jinshan, Baoshan, Lin-gang, Jiading, and Qingpu, and also along such expressways as the S32 Shenjia Lake Expressway, the G50 Huyu Expressway, the G60 Hukun Expressway, and the G15 Shenhai Expressway.

Besides, Shanghai plans to foster 5 to 10 unicorn companies with global influences and build 3 to 5 world-class innovation R&D platforms for the local hydrogen industry by 2025.

As of 2035, Shanghai expects its hydrogen industry to develop into a world-leading level generally, and wishes to build R&D innovation centers and key equipment and auto parts manufacturing testing centers that can take the lead in China's hydrogen industry development. In addition, the city will strive to form an ecosystem that allows hydrogen to be applied in various fields such as traffic, energy, and industry.
