The chairman, Zeng Qinghong said in his proposals in March this year that the government should make relevant adjustments in infrastructure construction, laws and regulations, R&D and testing, technology advancement and road construction to achieve targets in NEV and ICV segments.

MIIT replied by reemphasizing its strategy of promoting vehicle intelligence and V2X (vehicle to everything) at the same time. MIIT believes that in order to push forward the quality development of China’s automotive industry, companies should strive to achieve core technology breakthroughs, enhance V2X infrastructure, and further strengthen test demonstration pilot work/areas.

The ministry is implementing infrastructure reconstructions among frequently used high ways in the country. For example, the G2 expressway connecting Beijing and Shanghai is promoted for C-V2X infrastructure building and upgrade reconstruction.

MIIT is also laying out in urban areas for intelligent city infrastructure and intelligent connected vehicle synergy development by partnering with the Ministry of Housing and Urban-Rural Development. The partners have finalized six cities, including Beijing and Shanghai, for the pilot work of building intellectualized infrastructure, new-generation network, vehicle to city platform, and standardized regulations.

Currently, there are four separate national level V2X pilot zones in Jiangsu Province, Hunan Province, Tianjin, and Chongqing.

As to the intelligent connected vehicle road test management field, China established at least 3,200 kilometers of testing roads, with more than 700 testing permission licenses issued, achieving a total tested mileage of over 5.3 million kilometers.
