As intelligent connected vehicles are becoming an unstoppable trend globally, concerns were raised regarding personal data security and general safety. The notice was designed to provide specific guidelines for companies in the industry.

According to the notice, automakers have to enhance the management of the access and permissions on all external ports such as USB ports and charging outlets to eliminate the risk of outside attack.

Automakers are ordered to provide strict internet safety monitoring and warning systems in all vehicles, with data logs stored no less than a six-month duration per user.

In addition to strict monitoring, companies in the industry should develop and utilize data resources within reason, prevent user privacy invasion, and always inform users when processing data via automated decision-making techniques. Businesses are required to evaluate the data protection ability of partners and monitor the data sharing situation.

Notably, the notice also set specific guidelines on data outsourcing. Intelligent vehicle makers and service platform operators are subjected to evaluate and report to local communication and information regulators before conducting any offshore transmission of data collected within China. Local authorities are also required to file and conduct safety evaluations regarding such situations.
