Recently, some media reported that traffic jam charge will be promoted to national wide, and specific regulation will be published this week. Relative officer of Environment Protection Administration (hereinafter referred to as EPA) told media that the rumor is not true. Meanwhile, national atmospheric pollution limitation regulation will be published recently.
Ministry of Transit and Communications of Beijing has launched some regulations to encourage citizen going out by public transportation. Bus lane length will increase 38% than it does now in 2017; citizen shall find metro within 1 km in 2015; public bike will increase to 25 thousand at the end of this year.
On Sept. 1, Beijing Environment Protection Administration has published “Beijing 2013- 2017 Clean Air Action Plan”. One of its subtasks mentions that Beijing MOTC and EPA will lead research of traffic jam charge. It has aroused argument widely.
Yesterday, some media said that according to China Auto Industry Development International Forum, national atmospheric pollution limitation regulation will be published this week, which includes traffic jam charge and some subtasks implement. Disposing pollutant charge is included as well.
Yan Ding, vice director of Automobile Disposing Monitor Center of EPA said he joined the forum, but it discussed Beijing local policy only, did not mention about national wide policy.
Yan Ding said he only said in the forum “it is necessary to build a national wide atmospheric pollution limitation standard, just like the Clean Air Plan of Beijing”.
Besides, Yan Ding said it is not possible to spread traffic jam charge to national wide. Traffic jam problem only exists in big cities like Beijing, Shanghai and Guangzhou. Even if Shanghai and Guangzhou is willing to follow Beijing, but they do not have any air pollution limitation polices yet, so it is unreasonable to report that they will launch traffic jam charge. China does not take charge as key measure to solve traffic problem as well, no mention about ask local government to adopt.

At present, Beijing has already built its Center South Axis, Zhaoyang Road, Anli Road, Fushi Road etc. 4 big capacity bus lanes, which lengths are up to 348 km already. Beijing has built the first rapid commuter bus corridor at Jingtong highway in 2011. Bus attractive increases dramatically, and it reduces car driving into city, and release the traffic jam of metro line Batong.
Besides Jingtong highway, Beijing MOTC plans to spread its Jingtong highway mode to Jingkai highway and Jingzang highway, which will form a radial pattern bus lane based on highway and city rapid road.
Metro mileage will increase to 660 km in 2015, and public transportation will take 52% people going out in city center. According to plan, Beijing will build its metro line 6 second phrase, line 7, line 14 and line 15 second phrase etc. during 12th Five-Year Plan time. Beijing metro traffic line will be 660 km, and density within the Fifth Ring Road will be up to 0.58 km/ km2. It is 1 km average distance step into metro station.
According to statistics, Beijing Public bike card has been applied for 50 thousand, and 1.7 million rent times accumulated. According to plan, Beijing will have more than 50 thousand bikes, 1000 public bike spots. The network will radiate surrounding towns.
