Ministry of Transport released announcement on entry and exit procedures of online car-hailing services yesterday. Announcement requires that online car-hailing services will be managed in accordance with operating passenger vehicles. Vehicles which have passed examination by taxi administrative authorities should register or change as “booking passenger taxi”.
According to announcement, local taxi administrative authorities should examine applying online car-hailing services in accordance with the local conditions and Provisional Regulations on online car-hailing services. Authorities should submit qualified vehicle information to security departments and tell results to applicants in five days after applicants submit data and vehicles.
For qualified vehicles, owners should conduct vehicle registration or change in security departments. Security departments should examine relevant information. In five days after receiving application, vehicles which have been examined should register or change as “booking passenger taxi” and submit relevant information to authorities. Owners who submit changing information don’t need to submit vehicles again.
Authorities should give out Online booking taxi transport certificate for registered vehicles, inform applicants and feedback relevant information to security departments. When vehicles exit the online car-hailing services, local authorities should withdraw the transport certificate and feedback relevant information to security authorities.
The security and technological tests, along with environmental tests for online car-hailing services should be conducted once a year in the first five years since its registration, and once every six months after five years.
