Hangzhou Adopts Guangzhou and Tianjin License Limitation Pattern with 80 Thousand LicensesPermissionper Year

On 25 March, as reporter known from media conference of Zhejiang Hangzhou small bus volume control and automobile driving limitation, Hangzhou will be the 5th city of China stepping after Beijing, Shanghai, Guangzhou and Tianjin to introduce driving limitation since 26 March. It licensepermission is 80 thousands per year, and incremental index based on 8:2 configuration. CHANG Lehua, policy chief of Hangzhou City says Hangzhou license limitation refers to Guangzhou and Tianjin regulation.

FAN Jinjun, director of Ministry of Hangzhou Transport Management says at the conference that according to , automobile incremental index has 12 months as one period. Every period owns 80 thousands quota, which will be allocated each month, but it will not allocate inter-period. Incremental index will configureaccording to 8:2, which means during every allocation period, way by lotto incremental are 64 thousands, and way by biding are 16 thousands. Organizationincrementaltakes 12% of total allocation quota, and individual takes other 88%.

As for the bid price for license, Government of Hangzhou has no confirmed message. It may bid from 10 thousand CNY.
