Gasgoo Munich- The Nanjing municipal government has recently issued the "Several Policies on Accelerating the Cultivation of New Quality Productive Forces and Promoting High-Quality Development (2026 Edition)." Spanning eight key areas—including industrial upgrades, technological innovation, consumption stimulation, and project construction—the plan relies on targeted fiscal measures to unlock internal growth momentum. Budget allocations have been clearly defined across the board to ensure these policies take effect.

To strengthen its industrial base, the city is doubling down on its "1+4+6" industrial initiative and building a "1026" advanced manufacturing cluster system. The goal is to push manufacturing toward smarter, greener, and more integrated growth, backed by a municipal budget of 2.876 billion yuan for 2026. Separately, a three-year action plan for producer services is underway, alongside efforts to build a major financial hub. That initiative comes with a budget of 2.336 billion yuan.

In the realm of technological innovation and talent, the city is reforming the integration of education, science, and talent. By refining the technology transfer system and fusing tech innovation with industrial progress, Nanjing has allocated 6.887 billion yuan to solidify its innovation-driven development strategy.

Revitalizing consumption remains a top priority, with the automotive sector taking center stage as a core area of big-ticket spending. Leveraging its status as a pilot city for international consumption environments and new consumption models, Nanjing is using auto purchases as a key lever to boost bulk spending, activate traditional markets, and cultivate new demand. The city has earmarked 1.155 billion yuan in its 2026 budget to support these efforts.

Specifically, the city will fully implement national and provincial trade-in programs for consumer goods, placing automobiles front and center. These efforts will be synchronized with trade-in campaigns for home appliances, with a strong emphasis on green consumption. The aim is to subsidize green, energy-efficient vehicles and further unleash pent-up demand in the auto market.

Building on its "Four Seasons Appointment" event series, Nanjing will encourage key commercial enterprises to launch auto-themed promotions, working closely with automakers and dealers. The city is also accelerating the construction of a modern commercial circulation system. Eligible projects—such as auto sales service facilities and green logistics infrastructure—can receive subsidies covering up to 40% of effective investment. Caps are set at 20 million yuan per project and 30 million yuan per enterprise, laying a stronger foundation for market expansion.
