Pony.ai Officially Announces Expansion into London

Gasgoo Munich- On Oct. 8, Pony.ai and Uber announced they are advancing plans to bring seventh-generation robotaxis to London, with road testing expected to begin in the coming weeks. The city marks another key milestone in the partners' strategy to scale robotaxi deployments across Europe.

When Pony.ai and Uber deepened their partnership in August, they laid out plans to deploy more than 2,000 autonomous robotaxis across five European cities. Zagreb, the Croatian capital, became the first landing spot—rolling out Europe's first commercial robotaxi service. Integrated with Uber and the local Verne app, the Zagreb fleet handles downtown trips and airport shuttles. The project validates China's autonomous-driving technology and business models in a European setting, offering a blueprint for the broader five-city rollout.

London ranks among the world's largest ride-hailing markets and serves as Europe's most active mobility hub. The UK passed the Automated Vehicles Act in 2024, carving out a clear regulatory path for commercial robotaxi operations—defining the oversight framework and assigning accident liability. Layer on mature travel demand and a strong partnership ecosystem, and London becomes a vital anchor in Pony.ai's "China + Overseas" dual-engine growth strategy.

Overseas, Pony.ai relies on a "co-built fleet" model, teaming up with local partners to coordinate user channels, vehicle management, and localized operations. Beyond Croatia, the approach has guided robotaxi rollouts in the UAE, Singapore, and South Korea. The shift mirrors a broader evolution in China's auto industry—moving beyond vehicle exports to deliver full-suite capabilities, from software solutions and vehicle platforms to fleet operations.

On Sept. 10, China's Ministry of Industry and Information Technology and eight other agencies released the 15th Five-Year Plan for intelligent connected new-energy vehicles. The blueprint lists "international capability upgrades" as a priority, urging smart-vehicle companies to expand abroad and engage in global industry cooperation. Around the same time, the Ministry of Transport issued safety guidelines for AI in transportation, establishing a governance framework for autonomous operations. Pony.ai's push into London and other European markets stands as an early test of those policy ambitions.

Industry analysts note that major economies are jockeying to define technical standards in emerging fields like AI and smart vehicles. Commercializing autonomous driving extends beyond a single industry—it shapes future global rule-making for intelligent transportation. Companies that first secure commercial operations across multiple international markets stand to gain a first-mover edge in setting those standards. Their overseas operating data and experience navigating foreign regulators will serve as crucial leverage.
