Tianjin steps up intelligent robotics push, targets over 20 billion yuan in core output by 2028

Gasgoo Munich- Recently, three Tianjin municipal departments jointly issued the "Tianjin Smart Robot Industry Innovation and Development Action Plan (2026–2028)." The departments include the Bureau of Industry and Information Technology, the Development and Reform Commission, and the Science and Technology Bureau. Under the plan, Tianjin aims to break 20 billion yuan in core industrial output value by the end of 2028. This requires an average annual growth rate exceeding 15%. The city also aims to raise the regional supporting rate in the Beijing-Tianjin-Hebei area to over 60%.

In terms of objectives, Tianjin is not content with simply importing isolated robot projects this time. Instead, it seeks to complete the entire industrial chain spanning R&D, manufacturing, application, and services. The Action Plan proposes building one smart robot innovation consortium and striving to establish one to two national-level innovation platforms over the next three years. It also aims to develop 20 technical products focused on key areas such as master control chips, operating systems, speed reducers, and servo motors. Meanwhile, Tianjin plans to cultivate more than three enterprises with an output value exceeding 1 billion yuan and 20 national-level "Little Giant" enterprises.

More noteworthy than the output targets is Tianjin's shift in policy focus toward underlying capabilities like core components, algorithms, and data. According to the plan, the city will tackle end-cloud collaborative chips and operating systems. It will enhance the performance of parts such as integrated drive controllers, bionic bodies, and high-integration joints. The city also plans to develop at least 200 specialized industrial models alongside over 100 high-quality datasets.

This strategic layout dovetails with Tianjin's industrial policies over the past two years. The artificial intelligence action plan released in 2025 explicitly called for leveraging local advantages in IT innovation chains and application scenarios. The goal was to advance R&D, demonstration projects, and industrial clustering. This new robot-specific plan takes that a step further by extending AI capabilities into the physical manufacturing sector.

However, what the robotics industry truly lacks right now is not planning or concepts. It is replicable commercial orders. By proposing the construction of at least 20 real-world training spaces and establishing over 100 demonstration application scenarios, Tianjin is clearly hoping to drive technological iteration. These scenarios include industrial manufacturing, special operations, and public services.

For Tianjin, the 20 billion yuan target is merely a result indicator. The more critical test over the next three years is whether the city can effectively weave capabilities in chips, speed reducers, servo systems, models, and finished machines into a cohesive supply chain. It must also convert demonstration scenarios into sustained procurement. If core links remain dependent on external suppliers and applications linger in the pilot stage, even the most intensive industrial layout will struggle to transform into a genuine robotics cluster.
