Gasgoo.com (Shanghai June 3rd)– The Children’s Day has just passed, once again drawing public’s attention to the deficiency of traffic safety legislation in China regarding child restraints in cars.
Desipte that the use of child seats can vastly reduce the risk of death of toddlers and infants in car accidents, the usage rate of child saftey seats in China is relatively low. But the situation has been improved in recent years. Supporting that, a survey conducted by China Automotive Technology and Research Center in 2015, covering 8 Chinese cities, showed that 41.10% families surveyed owned child safety seats and 33.26% actually used them, which has improved significantly compared against 2013.
However, the promotion of child safety seats in China still faced many challenges.
Currently, there are 96 countries and regions that have mandated the use of child restraint systems in cars with laws and regulations worldwide. However, in spite of several cities and provinces, including Shanghai, Chongqing, Shandong and Shenzhen, which already had their own regional laws regarding this matter, China has yet to introduce any national law governing child restraints in cars.
Some industry insiders said that there seems no apparent hinder in front of the promotion of child safety seats due to Chinese parents’ safety awareness have been improved and Chinese government is also planning to introduce related regulations, however, the introduction of mandatory requirements by the government has been slowed down due to the inefficient cooperation between government departments and related corporations.
Besides, even though, Chinese government has already requested that all the child safety seats manufactured after last September must obtain the Compulsory Certification of China, a mandatory product certification system, aiming at protecting consumers’ security through the supervision of products, the child safety seats of poor quality, manufactured before September 1st, 2015, could still enter China’s domestic market.
