Gasgoo Munich-In an evening news broadcast on April 7, 2026, it was reported that Premier Li Qiang has signed a State Council decree unveiling the "Provisions of the State Council on the Security of Industrial and Supply Chains" (hereinafter referred to as the "Provisions"), which take effect immediately upon publication.

Designed to shield industrial and supply chains from security risks, the regulations aim to boost resilience and safeguard national stability. Spanning 18 articles, the Provisions outline the following key measures.

First, defining security principles. The regulations mandate a holistic approach to national security, balancing development with safety while coordinating domestic and international efforts. China aims to advance high-level opening up and ensure the stability of global supply chains. The state will guide the orderly layout of these networks, deepen international cooperation, and drive breakthroughs in core technologies to foster high-quality development.

Second, building a robust institutional framework. A dedicated security mechanism will be established, clarifying responsibilities for both State Council departments and provincial-level governments. The focus is on securing critical sectors through improved information sharing, risk monitoring, and emergency response protocols. These measures aim to guarantee the stable production and circulation of raw materials, technology, and equipment in vital industries.

Third, authorizing countermeasures and extraterritorial application. A new security investigation system allows State Council departments to probe actions by foreign governments, international organizations, or individuals that threaten China's industrial and supply chains. Authorities can impose countermeasures, which domestic entities must obey. Additionally, any illegal data collection related to these chains will face strict legal action.
