First, defining security principles. The regulations mandate a holistic approach to national security, balancing development with safety while coordinating domestic and international efforts. China aims to advance high-level opening up and ensure the stability of global supply chains. The state will guide the orderly layout of these networks, deepen international cooperation, and drive breakthroughs in core technologies to foster high-quality development.

The focus is on securing critical sectors through improved information sharing, risk monitoring, and emergency response protocols.
