China proposes unified ICV testing standards for better business environment

Shanghai (Gasgoo)- The State Council of China proposes that the autonomous driving function testing standards for intelligent-connected vehicles (ICVs) should be nationally unified as part of efforts to further improve the domestic environment for doing businesses.

According to the governmental proposals released on July 15, the interconnection and mutual recognition of the closed field testing results should be carried forward. It cannot be achieved without a nationally acknowledged standard system.

The authorities should urged the operators of closed testing fields to unveil its testing service items and relevant charging standards, streamline the procedures for the application and receiving of the testing notifications, and for the interprovincial on-the-spot replacement of the notifications.

The testing period for the ICVs whose working status remain unchanged while their testing notifications are to be expire is allowed to be directly extended without any repeated tests.

To streamline and optimize the management measures for the production and circulation of industrial products, the government should strengthen the sharing and application of the information about motor vehicles’ production, sale, registration, maintenance and scrapping, and increase the transparency of the motor vehicle transaction.

The State Council noted that local governments should annul the unreasonable regulations on the places where used car dealers get themselves registered, and simplify the registration procedures for dealers to purchase secondhand cars.

Moreover, the newly-issued proposals also mentioned that the procedures for launching the catalogues of the NEV models exempt from vehicle purchase tax and the models enjoying the reduction and exemption of the vehicle and vessel tax should be optimized by the end of 2020.
