Hainan to Become China's First Province to Ban Sales of New Gasoline Vehicles by 2030

China's southern island province of Hainan has officially confirmed plans to phase out the sale of new gasoline-powered vehicles by 2030, making it the first province in the country to adopt such a policy.

According to Hainan's 15th Five-Year Plan for Building a Beautiful Hainan, the share of new energy vehicles (NEVs) in the province's vehicle fleet is expected to increase from 23.75% in 2025 to 45% by 2030.

Under the plan, all newly purchased or replacement vehicles for government agencies, sanitation services, public transportation operators, and private consumers will be required to be NEVs, with the exception of specialized vehicles.

To support the transition, Hainan will continue expanding its charging infrastructure, targeting a vehicle-to-charger ratio of no more than 2.5:1 by 2030.

The policy bans the sale of new gasoline vehicles, rather than their use. Existing gasoline-powered vehicles that are already registered will remain legal to own and drive.
