The scheme sets specific goals, tasks, supporting measures, and working plans in four sections, including domestic and international transportation, in-city public transportation, emergency logistics, and V2X applications.

The goal is to achieve periodical results in 1-2 years and relatively comprehensive results in 3-5 years.

V2X-wise, Wuhan aims to complete the intelligent reconstruction of no less than 100 kilometers of open testing roads for the first two years. The city will also facilitate the application of smart buses, autonomous driving taxis (Robotaxis), and terminal driverless delivery. During the 1-2 years, Wuhan aims to build its urban cloud platform and basic service platform.

In 3-5 years, Wuhan’s test roads for intelligent connected vehicles and smart transportation will accumulate to 500 kilometers. By that time, the city aims to see most V2X application scenarios operational. Meanwhile, the city’s vehicle-city-network platform, comprehensive management system for open road tests, and operation dispatch system will be completed. Other functions like traffic data sharing, data management, and traffic simulation should also be up and running.
