Guangdong issues action plan to boost development of FCV pilot city cluster
Shanghai (Gasgoo)- The provincial government of China's Guangdong province recently issued a four-year (2022-2025) action plan on speeding up the building of a fuel cell vehicle ("FCV") city cluster.
During the 14th five-year plan period (2021-2025), Guangdong aims to build 300 hydrogen filling stations in total, over 200 of which will be located in cities of the Foshan-led FCV pilot city cluster, according to the document.

Guangdong's finance department will subsidize construction of hydrogen-refueling stations, which will be put into operation between 2021 and 2025 and have the capacity of supplying at least 500-kg hydrogen per day. To be specific, the operators of the stations combining refueling of both hydrogen and oil (or natural gas), and the power stations integrating hydrogen making and refueling will be given 2.5 million yuan ($369.94) of subsidy per station. Other fixed hydrogen refueling stations will be provided with 2 million yuan ($295,950) per station of subsidy. The fiscal subsidies from all levels of authorities should not exceed 5 million yuan ($739.88) for each station and account for no more than 50% of a station’s total amount of fixed asset investment.
The document also makes clear hydrogen-refueling stations in the FCV demonstration city cluster will be given awards based on their respective hydrogen supply volumes. Nevertheless, to boost the reduction of hydrogen using costs, those stations, whose hydrogen retail sales prices are higher than 35 yuan ($5.2) per kilogram by the end of 2023 and 30 yuan ($4.4) per kilogram by 2024, cannot receive any subsidy.
