Regulatory Background:

On December 15, China's Ministry of Industry and Information Technology (MIIT) officially released the first batch of L3 conditional autonomous driving vehicle access approvals

Changan Automobile and ARCFOX were the first companies to receive approval

Their L3 functions are currently limited to specific road sections in Chongqing and Beijing

BYD’s Regulatory Status:

In 2024, BYD became one of nine companies selected as part of the national pilot program for L3 autonomous driving access and road operation, jointly launched by four national ministries

Policy Timeline:

As early as 2021, relevant authorities began in-depth research on intelligent connected vehicle access and road operation policies

In November 2023, four ministries issued a notice to launch access and road operation pilots for L3 and L4 intelligent connected vehicles

In June 2024, nine consortiums were approved to conduct pilot programs across seven cities, including Beijing, Shanghai, and Guangzhou

Industry Outlook:

Some automakers, including Great Wall Motor, believe 2026 will be the key year for highway L3 adoption, with urban L3 mass production expected around 2027

NIO adjusts rear entertainment features on new ES8 due to chip shortage

Points will be issued within three days after vehicle delivery to the primary account holder

After chip supply improves, users may opt for the original solution via retrofit by paying 12,000 points or RMB 1,200
