Letter of Ministry of Commerce on Starting Using the Database of Foreign Contracted Project

Departments of commercial administration of all provinces, autonomous regions, municipalities, cities separately designated in the state plan and Xinjiang Construction and Production Corps, and enterprises under administration of the central government:

For purposes of further promoting service level and quality, facilitating and realizing online administration on issue of bidding and bid discussing license of foreign contracted project, improving administration system of foreign contracted project business, and enhancing monitoring ability, Ministry of Commerce decides to start using the “Database of Foreign Contracted Project” as from Jul 1, 2007. Related issues are now announced as follows:

1. The “Database of Foreign Contracted Project” makes up an important part of online office system of the government website of Ministry of Commerce.
2. Related enterprises are required to report related data from the initial tracking stage of the foreign contracted project.
3. Please related enterprises attach great importance to the work of data report, and designate the major people in charge of overseas business to take the responsibility of the work. Name list of personnel in charge of the data report shall be submitted to Ministry of Commerce Department of Foreign Economic Cooperation before Jul 15, 2007.
4. All related enterprises shall report data of all projects under construction and tracking during Jul 1, 2007 to Sep 30, 2007. Related data must be accurate and timely.
5. Ministry of Commerce will officially bring the said database into full operation as from Nov 1, 2007, and conclude data report status as well.
6. Enterprises may download manual for enterprise users from http://egov.mofcom.gov.cn or http://fec.mofcom.gov.cn.
