Hainan province to promote 25,000 NEVs in 2021
Shanghai (Gasgoo)- China's Hainan province aims to deploy 25,000 new energy vehicles (NEVs) this year, as part of an action plan Hainan provincial government set for the year of 2021.

In 2021, the newly-added official cars and those replacing the old cars should all be NEVs, according to the document. Meanwhile, the government will explore the rent-to-own business model for NEVs. In bus area, the new-added vehicles and those for replacement should be 100% NEVs, while some emergency vehicles and the scenarios unsuitable for NEVs will be exceptions. Of the newly-added cars for ride-hailing services, 100% should be NEVs. As for conventional taxi service, NEVs should account for over 80% of the annual volume of new-added cars and substitutes.
The government said it would hammer out a working plan for the construction of charging infrastructures. Hainan plans to build 10,000 charging piles in 2021, making sure the ratio of all-electric vehicles (BEVs) to charging piles stand below 2.5:1 by the end of the year.
The action plan also contains the planning for the development of hydrogen fuel cells. It notes that eligible gas stations are encouraged to carry out the pilot program of building refueling facilities available for both gas and hydrogen, and explore the demonstration of hydrogen fuel cell vehicles.
With regard to the pilot projects for battery swapping business, Hainan will strive to promote 2,000 NEVs available for swappable battery pack in 2021, and support local government of eligible cities and counties in constructing battery swapping stations.
